Interactions entre la pisciculture et l'environnement : présentation du groupe de travail et de ses principales conclusions

In 1992, a working group on the interactions between the aquaculture and the environment was created under the impulse of the INRA. It aimed to identify the difficulties of application of the environmental standards to the sector of the intensive fish farming, as well freshwater as marine, and to produce a state of the reflexions on the various procedures applying to this interface aquaculture-environment. This working group was made up of representatives of the 3 ministries concerned with the aquaculture and of the ministry for Search, lawyers, scientists and representatives of the professionals. The conclusions of this working group emphasized that the identification and the taking into account of the local factors are done in a different way according to areas, what leads to a lack of harmonization in the processing of the files at the national level. This generates a feeling of suspicion and a certain faintness at the professionals. A solution would be to adopt a common rule, applicable to all for the taking into account of the local factors which require an extrapolation of the scientific data. It is of a reflexion upstream, between lawyers and scientists which should emanate this new principle of instruction of the files, making it possible to reconcile feasibility and equity in the application of the environmental standards. / En 1992, un groupe de travail sur les interactions entre l'aquaculture et l'environnement a été créé sous l'impulsion de l'INRA. Il avait pour objectif d'identifier les difficultés d'application des normes environnementales au secteur de la pisciculture intensive, tant continentale que marine, et de produire un état des réflexions sur les différentes procédures s'appliquant à cette interface aquaculture-environnement. Ce groupe de travail était constitué de représentants des 3 ministères concernés par l'aquaculture et du ministère de la Recherche, de juristes, de scientifiques et de représentants des professionnels. Les conclusions de ce groupe de travail ont fait ressortir que l'identification et la prise en compte des facteurs locaux se fait d'une manière différente selon les régions ce qui conduit à un manque d'harmonisation dans le traitement des dossiers au niveau national. Ceci engendre un sentiment de suspicion et un certain malaise chez les professionnels. Une solution serait d'adopter une règle commune et applicable à tous pour la prise en compte des facteurs locaux qui nécessitent une extrapolation des données scientifiques. C'est d'une réflexion en amont, entre juristes et scientifiques que devrait émaner ce nouveau principe d'instruction des dossiers, permettant de concilier faisabilité et équité dans l'application des normes environnementales.
