theWorldWater Forum inMarseilles
in March 2012 by the International
Network of Basin Organizations
(INBO) and its partners.
It addresses representatives of theGovern-
ments of riparian countries of transboun-
darybasins andmanagerswhomustmake
decisions related to the resource sharing
and management, and more generally to
all water users in the particular context of
transboundarywaters.
Originallypublished inFrenchandEnglish,
this handbook has been translated into
several new languages since its release:
Spanish, Russian, Chinese and Arabic,
thus contributing to disseminate good
practices over theworld.

Key stakeholders in the management of
basins from all around the globe gathered in
Nairobi, Kenya from 26 to 28 November
2014, for
the 1
st
International Environ-
ment Forum for BasinOrganizations.
This 1
st
International Forumwas co-
convened by the United Nations Envi-
ronment Program (UNEP) and the Inter-
national Network of Basin Organiza-
tions (INBO).
The primary objective was to strengthen
basin organizations as key building blocks for
effectivewater environmental governance.
During a Technical Segment,
on 26 and
27 November, participants shared their pers-
pectives and presented their experience rela-
ted to four main themes:
l
Water Quality and EcosystemHealth;
l
Water-Energy-FoodNexusandAdaptation
toClimate Change;
l
Environmental Laws and Regulations;
l
Institutional Challenges.
A High-Level Segment took place on
28 November 2014,
during which repre-
sentatives of the countries and basin organi-
zationsdeliberatedon theway forwardbased
on the conclusions of the Technical Segment.
Participants underscored the importance of
sustainable freshwater governance under
the
UNpost-2015 SustainableDevelopment
Goals,
in light of the currentworrying stateof
the global resources.
They highlighted that basinmanagement has
taken a positive development in many coun-
tries and that there are many experiences
worldwide which show that integrated and
sound water resources management organi-
zed at the basin level is essential today.
They stressed that sustainable basin
management needs ambitious and
long-term commitments from Govern-
ments, regional, national and local
stakeholders, as well as the internatio-
nal community, to deal with the great
many environmental economic and
social challenges ahead:
l
Basinorganizations are custodians of vital
resources for humanity.
l
The protection and the restoration of
freshwater ecosystems for security should
be prioritized.
l
Establishingor strengthening capacities to
assess and monitor freshwater resources
and related ecosystems is essential.
l
Cooperation between all relevant stake-
holders, at the international, regional,
national and local levels, and riparian
countries needs to be reinforced.
StrengtheningBasinOrganizations
Basin organizations are in a unique position
to coordinate the work of riparian countries,
international development partners, local au-
thorities, private companies and other stake-
holders at the basin level todevelop coherent
actions for the achievement of shared envi-
ronmental targets and topromote sustainable
use of theworld’s freshwater.
