Transboundary management of the hydraulic cycle. This article argues as a result of the actual use and reuse of water, and the increasing tendancy toward decentralization of authority, this century would be marked by a need to establish increasingly intricate transboundary management structure, that would address all facets of the hydrolic ctcle.
