RIVER BASIN MANAGEMENT: APPROACHES IN MEXICO
This paper analyses the different institutional arrangements at the river basin level that have existed in Mexico for the last six decades, including their performance, evolution and challenges. It also tries to explain why, in spite of decades of interest in managing water resources at the river basin level, the achievements of the several institutions that have been established thus far have been limited in terms of development first, and rational and efficient management of water resources later on.
