RESILIENCE AND FLOOD RISK MANAGEMENT

This paper describes a flood risk management approach that is supposed to better suits to the socio-economic context. The system approach use a resilience strategy aims at minimizing flood impact and enhancing the recovery from the impact rather than resistance strategy aims at flood prevention. The author discusses the meaning of resilience and resistance and applies the concepts to the Netherlands flood risk management.
