Assessment of the member states reports on the implementation of the POM and the RBMP for countries with late adoption and/or late reporting, and EQS Reporting

The objectives are to provide technical assistance to the Commission on the MS reporting on the implementation of the 2nd RBMPs, the POMs for the 2nd RBMPS and reporting on new substances added to the EQS Directive in 2013.

The technical assistance will consist, in each case, in the development of an assessment methodology and of the preparation of technical reports for each of the assessments required, using the methodology developed and agreed with the Commission. The technical reports prepared by the Consultant will be used by the Commission as a basis for the preparation of the next report on the implementation of the WFD, which is due by December 2021.

The consultant shall provide the following services under task 2 with reference to the attached Request for Service and Inception Report submitted to the DG ENV on 20th March 2020:

Task 2 Review POM reports and MS submitted pdf reports:

• A draft editable report for AT, CY, DE, EE, FR, HR, HU, LU, MT, BE (incl. Brussels area) and SI on the assessment of MS’ progress in the implementation of the national Programme of Measures (PoMs) during the 2nd reporting cycle of the WFD will be sent to the Consultant.
• The Consultant will consider the report and associated methodology and guidelines to gather the relevant information for the PoMs assessment.
• The Consultant will participate in an introductory on-line meeting with the task 2 manager no later than 1st December 2020.
• The Consultant will modify the draft POM assessment reports according to methodology and guidelines and submit a revised assessment report no later than 4th January 2021.
• The changes brought by the Consultant will be made in track changes to be easily identified.
• The POM assessment report will be proofread by Task 2 manager and supporting staff and comments and questions will be returned to the Consultant no later than 18th January 2021. The Consultant will subsequently return a final version of the reports no later than 1st February 2021 to the Task 2 manager.
• The Consultant will be invited to take part in on-line discussions with the task 2 manager, support staff and other national experts upon needs.
