8th Technical assessment of information on the implementation of Council Directive 91/271/EEC & second pilot test of UWWTD SIIF tool (SIIF 3)
The implementation of the UWWTD, and, more specifically, its established reporting processes, was selected to serve as SIIF Pilot with the objective to identify all thematic and IT relevant aspects which need to be addressed for a full implementation of an operational UWWTD SIIF. Moving the UWWTD reporting system to the next level with the aim of having an information system that combines national and European systems in order to have more up-to-date information available from EU Member States by using the latest technologies in this field.
The project had as overall objective to Expand the Urban Wastewater Structured Information and Implementation Framework (SIIF) and two specific objectives
- Objective 1 : Assessment of the reporting information on the 8th implementation cycle of the EU Waste Water treatment Directive;
- Objective 2 : Support to pilot Member States in setting up a national SIIF online demonstration portal.

OIEau led the objective 2, mainly focussed on developing the functionalities of the UWWTD SIIF platform based on an assessment of the needs of three pilot Member States, in compliance with the SIIF concept paper. The system had to include all information needed to clarify the main provisions of the Directive as well as to demonstrate its implementation on the ground. Compliance for agglomerations, plants, additional information on the installations in place (e.g. type of treatment plants…), legal framework, etc., should be presented. The Contractor has identified the different communities of users that could be targeted by the presentation of the information as well as the requirements to meet their needs. In parallel, an assessment of the extent to which current IT systems are capable of meeting the needs identified, or whether new software or developments is needed.
A first version of a UWWTD SIIF toolbox (including a web service module and a web portal) was progressively developed in order to improve the inter-linkage of information collected at EU-level and the access of the public to UWWTD data.
